International technical assistance project «Development of national systems for the sound management of chemicals in selected countries of Eastern Europe, the Caucasus and Central Asia»

From 17 to 19 July 2018 in Tbilisi (Georgia) as part of the international technical assistance project «Development of national systems for the sound management of chemicals in selected countries of Eastern Europe, the Caucasus and Central Asia» on the basis of the National Center for Disease Control and Public Health of Georgia (NCDC), an installation seminar was held on the theme «Establishment of key elements of national systems for a sound management of chemicals in selected countries».

Setting a system for a sound management of chemicals is a priority in the target countries Belarus, Georgia and Kazakhstan for protecting the populations’ health and the environment from negative impact of chemicals, facilitating trade, fulfilling obligation of international agreements and achieving UN Sustainable Development Goals. Legal and technical gaps as well as lack of knowledge, information and expertise are the main obstacles impeding quick progress towards safety of chemicals production and the use at the national level. Through diverse activities the project aims at the reduction of these obstacles.

The project aims at the development of national capacities for management of risks of priority groups of chemicals and establishing essential elements of national systems of chemicals management through providing a platform and a forum for open discussion on countries’ needs, developing national road maps towards sound chemicals management based on screening of existing capacities, strengthening of knowledge and expertise in all relevant sectors by education and trainings, creating the national chemical management infrastructure, as well as a technical and methodological basis for online collection and sharing of information on chemicals. The project implementation will result in strengthening of inter-sectoral and multi-stakeholders coordination and collaboration, improving the national legal basis, technical capacities and human resources, implementing the Globally Harmonized System for Classification and Labelling, establishing the national systems for registration of chemicals and enhancing national capacities for implementation of global and regional international agreements, protecting human health and the environment.

The seminar was attended by more than 30 representatives from 5 countries, including a delegation from the Republic of Belarus, which was presented by the Deputy Minister - Chief State Sanitary Doctor of the Republic of Belarus Zhukova Natalia, employees of the republican unitary enterprise «Scientific practical centre of hygiene» represented by the head of the laboratory of preventive and ecological toxicology Ilyukova Irina, the head of the research methodical testing department Tabeleva Natalya, junior researcher of the laboratory of preventive and ecological toxicology Vasil’eva Marina, junior researcher of the laboratory of preventive and ecological toxicology Popel’ Alina and the representative of the Belarusian state concern for oil and chemistry Surin Vladimir.
